legislation Domestic Homicide Reviews (DHRs) were established on a statutory basis under
Section 9 of the Domestic Violence, Crime and Victims Act (2004) E & W
2011 and now in Northern Ireland - (Guidance 1 in Multi-agency guidance
for the conduct of Domestic Homicide Reviews in Northern Ireland).
Threshold -
The 2004 Act stipulates that a DHR should take place where the death:
of a person aged 16 or over has occurred;
has, or appears to have, resulted from violence, abuse or neglect;
has been caused by:
a person to whom the victim was related;
or with whom he or she was or had been in an intimate personal
relationship;
or was a member of the same household.
may result in identifying lessons to be learned.
