Eye or Spy - An exploration of the
effectiveness of the use of CCTV
cameras in the adult safeguarding
process in care homes
Abstract
Context:
Since the breaking of the scandal in 2017, of allegations of historical abuse in a
Northern Ireland hospital, and the part CCTV played in clearly and definitively
uncovering instances of abuse, there has been an interest in the effectiveness of
CCTV in relation to the adult safeguarding process.
This review attempts to understand and explore the benefits of using CCTV in
care homes for the purposes of adult safeguarding.
The need for additional research into the use of CCTV is also discussed.
A critique of the review itself is presented, and the application to the findings of
the review to practice are discussed within the Northern Ireland context.
Methods employed in the review:
The systematic narrative review consulted three internet databases for the final
search:
• 'Medline (Ovid)',
• 'Social Care Online',
• 'Applied Social Sciences Index and
• Abstracts'.
Four concept groups were utilized:
